This is overkill for streaming @ 1080P. The gaming side depends on what games you are playing. I don't know from experience, but I'm sure this would edit videos just fine, depending on video resolution and size of the file and how fast you want it done
My Pre-Built is coming with an "F", is that lock? Is it good that it's locked or bad?

Should I opt for an i9 since I want something ahead of the rest?
They are also locked. It is fine for you, since you probably don't want to overclock it.

When I need horsepower I primarily do gaming and video encoding. Thus far the QHD resolution gaming aspect, the bottleneck has pretty much always been the graphics card (currently MSI Gaming X 1080Ti). There are some aspects that could use a faster processor, but mostly to overcome poor code. But for video encoding, using handbrake (2-pass veryslow mode) it takes awhile. I have not been too happy with using the Nvidia encoding for video quality, that's why I use the veryslow method of the software instead.
