This can't be compared to Synology DS420+ which has a 64bit intel process and can support up to 8GB memory. This comes with 1GB DDR3 memory (non upgradeable) and has an old Arm processor.
It's good for basic backup but that's about it. If you're serious about Plex, I would suggest you look elsewhere.

What's the cheapest model that can transcode 4k videos? It seems DS220+ can't really do it.

No. Not enough hdd bays. Build a server with lots of hdd bays.

It cheaper to use an old computer than buying a NAS. If you are serious about media server, build a computer with lots of hdd bays. Lots of 5.25 bays to allow hot swappable hdd cages.

I'm worried about power usage. I have a gaming PC that I could fill with disks but power usage would probably be too high to run it 24/7. Plus the noise

You can use your gaming pc as a plex server. The only requirement is hdd bays. Keep in mind running a media server use a lot of hdd space. It is common to have over 100tb for a plex server.
If you have a good power supply (gold or higher)and allow hdd to sleep, your energy consumption will be low.
NAS are very limited and expensive. You will outgrow NAS very fast due to their limitations. Buildings or buying a proper server with lots of hdd bays will save lots of time and cost.
