No, the quality is not close to actually watching on a high end TV.

A lot of people have this concern (myself included); I don't have an account, but what if I set one up just for this? Do we know how Facebook's privacy issues could affect their VR products directly? Or is it more of a matter of principle?
The dealbreaker for now is a lack of support from the streaming services.
You can watch Netflix, YouTube, Amazon Prime, Plex if you use it in native apps.
There's a sling app and a showtime app but both are god awful.
YouTube tv, Disney plus and Hulu work in the built in browser but it's not the easiest getting to the content you want.
Apple TV, HBO Max, Fubo, CBS all access, pretty much anything else you're SOL for now.
I used mine to set up my sons account. Ironically... other than recommending other friends that have a quest 2 device it is separate from your oculus account. All privacy settings are your choice. It's not that big of a deal after setting it up. no facebook info was shared or used by the oculus account. i was worried about that when we set it up.
