I've bought at this price point before. Maybe not the best Ryobi Days pricing, but if you need them now, it's not a bad discount.

What is the normal price? HomeDepot.com show $178 is the normal price, but I know that's not correct. Also, what is the best price point these normally get to? TIA

I don't know if there's an empirical tracker, like CCC for Amazon, but I'm used to seeing these batts sell around $100 ish for a pair. During last year's Ryobi Days in the summer, I scored 2 4ah batts, a tool and a charger for $99. Of note the 2 for $49.99 deal is still happening at DirectTools for "factory reconditioned" 4ah batts. I've got two arriving tomorrow from that deal and I've bought 3+ refurb tools from them over the last year and they appeared brand new to me, with only a small "recon" stamp.

Do these have the extra tabs for the brushless tools?

Good price. Better than any refurb batteries for sure.

Might want to check Craigslist, eBay, or other buyer avenues. See Ryobi chargers (like the more recent P118B) going for around $10, probably from sellers overwhelmed with all the Ryobi kit purchases in the past couple of years.

They're not the hp versions, no.

And this is the normal price for these, could buy them for $79 even before ryobi days.

Probably stupid question, but my experience with rechargeable batteries is in Energizer AA and AAA batts, so... do these come pre-charged? Or are they completely discharged when you buy them?
