I can make up figures as well.

Intel has a high failure rate of an estimated 10%, as reported by a couple of retailers.

Looks like mid March the shortage will finally be over, what will china choose next to create a psudeo shortage? We already did power supplies, motherboard, now cpus, probally monitors and tvs next!

What dictates a failure, though? When it comes to building PCs, people can be abysmally impatient and stupid. Since these CPUs are all the rage at the moment and have odd motherboard compatibility issues that force users to update their BIOS before installing (something many new builders are sure to miss), I wouldn't doubt if this 3-6% "failure rate" is simply people not doing their due diligence and buying before they RTFM.
