I have no issues with the rims being plastic really, but would opt for the larger wheels possible for any trailer or stroller etc. Makes them far easier to roll over small obstacles vs. "crashing" on them & slowing down = the ride is more comfortable and demands less effort for the pusher/puller in each case.
I have a 20" spoked wheel Schwinn trailer and although cosmetically it is getting rougher, it rides like new 3y later. Ι've been using it on fire-roads & mild MTB trails, so I'd see those 16" wheels as a downgrade.
Also take note on the type of axle your rear wheel has: most of these are fine for nutted axles and "steel skewer" QR bikes, but if you have a 12mm thru axle, you will need an appropriate axle for it to work which won't be included, and will be $40-45 from Burley or Thule etc.

This thing has plastic wheels. I'd buy a $80 Allen before this thing.
ive had the allen sports model for years and its been great. just too beat up at this point so i am thinking of getting this schwinn deal for $99. anyway the description on walmart says "16-inch pneumatic wheels." not sure where you see the wheels are plastic?

You can, but you'll definitely get some whip action on the back trailer.
