Doesn't the adapter need to be rated 20W with PD3 to get 18W peak charging on the new iPhones?

I ordered this last time it was on sale maybe 3-4 weeks ago and it stopped working after 7-8 days. My kids iPads, wife's and daughter's iPhones wouldn't charge anymore, I tried different wall plugs, turning the USB-C end around both ways, nothing worked. I returned it to Amazon for a refund.

You can't charge faster than 18W regardless, and the charger should be rated at a minimum of 20W to achieve the 18W Fast-Charging. Refer to gshoq's post on this page. Also this is clear if you actually look at the product information: https://m.media-amazon.com/images..._V1___.jpg
