Great deal for the Hyper 212, but I ended up going with the Be Quiet Pure Rock Slim[amazon.com] which has comparable, if not slightly better performance, and it's only $2 more w/o MIR

one is 3 heatpipe, one is 4 heatpipe with direct contact. i'll choose the 4 heatpipe one.
How does the Vetroo[amazon.com]V5 w/ ARGB @ $25 compare to this? The Vetroo has 5 heat pipes vs the 4 heat pipes on the 212, so theoretically it would do better. Does anyone have experience with both coolers?

I have both, they're installed in different systems though. IMO they both should perform similar. The Vetroo fan will spin up to 1800 rpm under load and can be a little noisy. One thing to consider if you're using a Ryzen cpu, it's uncertain if the 212 comes with the AM4 adapter bracket in the box. You may have to contact Coolermaster to get it. Right now it's out of stock in the coolermaster store: https://store.coolermaster.com/us/amd-am4-upgrade-kit-rr-am4b-h212-s1-3

I would say the Vetroo is better because it has ARGB, you get instant +5 fps if you set it to red or -5 degrees if you set it to blue.
I had the 212+ (older gen than the Evo) and the thing I don't like is the mounting. It requires a separate hex nut for installation, more pieces to store and potentially lose for a bad time. Anyway I can't believe they haven't improved the mounting and for this reason I wouldn't get the CM, plus the rebate is extra work and no ARGB.
I have this cooler in my son's gaming PC. Easy to install, comes with various mounting attachments. I haven't ran any benchmarks to look at temps, but he hasn't had any overheating problems with it. It does come with plenty of thermal compound.

You do not want to buy this no matter how cheap it is.
Go get a Vetroo V5 or ID-Cooling SE-224-XT for $25 flat, no rebate BS etc. They work much better.
Will this be ok if I replace fan with Noctua (quieter) and cpu is 11700F will not be overclocked and very large ventilated case?
I have used this cooler on numerous builds. It would be fine "as is" since you are not planning to OC. That being said, others have provided suggestions for better coolers for about the same price.

I am looking for most quiet and efficient, must be air cooler price is no object what would you suggest?
I am currently am using THIS[amazon.com] on my main gaming PC. There is also a 2 fan version[amazon.com] of this for ~ $10 more. You would not need 2 fans since you do not plan to overclock but WTH it's only $10.
Make certain that your case can accommodate the taller coolers.

Case is AZZA CZAS-804V it looks huge from videos so I hope either will fit, I will get 2 fan one and if it does not will send it back to amazon and order single fan version.

Because of the slope on that case, neither of those coolers (nor the Hyper 212) will fit.
