greenfiber has repackaged their cellulose blown-in insulation into a new 25 lb package. So now Home Depot is clearancing out their stock of the 19 lb packs.
Home depot website for stores in my area say "Unavailable". For the 10 stores around me Brick seek says "Clearance". Initially the in-store clearance price was just over $8, but yesterday my local store had them marked down to $2 and I was able to buy a pallet worth for $1 each. Each store may be pricing differently but keep an eye out for the price drops. I might have to go get more.

A note on the greenfiber website mentions that they might be free with purchase so maybe check there before buying.
