Their rewards are definitely confusing. It's always worked that if it's a set amount of items, you can use and earn rewards. So if it says buy 2, get $3 Walgreens Cash. You can use Walgreens cash and earn Walgreens cash.
However, if it's a spend amount to earn, you can't use and earn at the same time. Like if it is Spend $20, get $5 Walgreens Cash, you would NOT want to pay with Walgreens Cash. Their system applies it like store savings so your $20 spent looks like you only spent $15 and will not give you the reward. I hope that makes sense.
