Unless it's an old house, tamper proof is for new work (then again replacing an outlet is considered new work 😅)

A lot of circuits now have to be afci protected
False. The circuit and breaker must be 12 guage and 20 amps, however the receptacle can be rated for 15 amps.

You are correct about tamper resistant outlets being code, however.

This seems like a decent deal. you can get 20A on ebay for $7 and change, but might be off-brand.
