Is the one-per-customer limit based on email address or credit card?

Edit: Tried same card, different email address, private browser session. Got message that I exceeded the limit and would not let me place order.

Also tried with PayPal Key, and it gave me a payment error stating that the transaction was rejected by my card issuer...

Same thing happened to me. My credit card blocked the transaction 3 times. Finally got a message from my bank and i approved the transaction and it finally went through

Gift cards are added to your Uber Cash balance, which is usable by both Uber Eats and Uber.

I couldn't get it to work going directly to the card but I went through the promotions link and it worked. Didn't have any credit card issues using a Citi card. Got the $100 card for $85 even.
