Can this watch do these things accurately? Also, the longer battery life is a plus since I absolutely don't like to charge a watch every couple of days.
I'm looking at Fitbit versa 2 or 3 but those are much more expensive. I like the Fitbit app, and hence thinking about the Fitbit. Not if this can replicate the HR and resting HR accurately (and the steps count ) then that's all I need

It's a few years now, but I'm using the Amazfit Pace that I bought for like $70 or so. Has all the features you mentioned.
I'm really just looking for a watch that I can use to track my hikes with GPS, should I get this or the Vivoactive 3 that I've been eyeing?
Vivoactive 3 since it is a not a Chinese company and Garmin will stand by its products. Also garmin syncs with Apple Fitness as well as Google fit so the watch works equally well irrespective of which phone you are using. Vivoactive 3 also has ANT plus and lets you connect to cadence speed sensors and other bike computers gym equipments. Vivoactive 3 also has Garmin pay for contactless payment. For around $100 Vivoactive 3 is hard to beat inspite of it being a few years old
