There are many people who don't drive, can't drive, don't have a vehicle, or for some other reason can't or don't want to, or prefer not to shop physically in the store.
Instacart provides a service. It doesn't sell groceries or other physical items. The stores sell the items, Instacart shops for pickup and/or delivers. There's a cost to that which many of us are willing to pay either due to necessity, convenience, or simply because we want to.

It is entirely separate. Any cart or order placed on one website is not available to view on the other. Any instacart gift cards applied to one or not available on the other. Delivery scheduling is also separate.

You can't get free delivery/shipping for perishable, refrigerated or frozen groceries. There isn't any way to get delivery for these items without using Instacart or same day delivery. And there is always a charge.
Keep in mind that Costco same day delivery doesn't have to be scheduled for that same day.. As with Instacart you can schedule a few days in advance. There is still a charge for delivery.

The very vast majority of Instacart and Costco same day users purchase groceries. Groceries from either Instacart or Costco cannot be shipped. They can only be delivered.
Costco same-day grocery delivery is not the same as Costco merchandise shipping.
Instacart does not offer shipping since it's a shopping for pickup or delivery service.

What does this have to do with people willing to pay for Instacart's shopping and delivery service.
That prices may be higher than in store prices is not "snuck in". Whether prices for a store are the same as in-store prices or higher is readily available at the top of the shopping page for an individual store in a section called "View pricing policy".
To not be scammy, simply leave the prices as is, and at the end, say here's the fees for using Instacart's shopping and delivery service. Increasing the price of an item is absolutely sneaking in, even if they put a message somewhere that says prices are higher if they aren't making it clear how much higher each item is compared to in store.
