Anyway, got 2.
I am guessing that Walgreens forgot about the BOGO event when the sale price was lowered to $1.88 from $3.99 . They usually catch it later, so the BOGO probably won't last much longer.
For me, the online limit is 12 bags per variety. If you are ordering for store pickup, the online system won't let you place an order for more than what their inventory system thinks the store has on hand.
