Also, I think purchasing points may go through points.com, but I'm not sure, so it may not count

Southwest Rapid Rewards points are currently valued at 1.5 cents per "The Points Guy" website, or 1.6 cents each per Nerd Wallet.
Use Southwest's 'low fare calendar' and switch between pricing in points and pricing in dollars to find the best value. Sometimes you can get an equivalent value of 1.7 cents or more.

It's a matter of semantics.
Being that the offer is available to all Southwest cardholders, it is not a targeted offer.
However, it is restricted in the way the bonus points will be given to the primary account holder, not a secondary cardholder's RR account - nor can the bonus points be assigned to a different RR account.

Still this is solid, you'll earn points when redeeming a $100 gc and I would have enough for a cheap flight from SEA to Vegas.

But as noted, the real value comes in not paying some taxes. So a $49 flight costs close to 3000 points, or over 1.6 cents per point.
More expensive flights are proportionately more points.
