The author is using a sneaky tactic where he gets a bunch of people to pre-order it, so that when it goes live his ranking is high, probably #1 Python book of the week of release, and then put a real price on it. It's harmless but that's what he's doing.

By "free" you mean legitimately free even for a short period of time or ... em... free, because you get them without paying even if the rightholder would likely object? LMAO
