It has been my experience that it does change. There should be a list toward the bottom of the deal that shows free shipping, even if the overview shows a shipping cost.

I was getting the same thing when I had free 2 day shipping selected. Changed it to free standard shipping and the cost went away. Not sure what the issue is but you can still get free shipping if you don't mind it taking a few extra days to arrive.
