If you're looking for a highschool life simulator with some jrpg mixed in, you'll find this game addicting. If you have PS+ you can try the base Personal 5 and see if the game is for you. It took me 5hrs before I foundd the game interesting. I was hooked around 10hrs.

At this price, it's worth playing even 10-20 hours. Of course you might find out that turns into 120

Persona is difficult to explain without you just playing it yourself. No I think I've seen maybe 2 10 seconds cutscenes in my 40-50 hours. It's not quite like that. What I will say is that you spend an inordinate amount of time talking to people. The majority of your time is spent doing things outside of combat. You go to school, hangout with people, solve mysteries and it all goes towards developing your character that benefits you in combat. Like if you become such good friends with someone they'll perform special activities in combat or give XP bonuses or even things outside combat like give access to special items or gear. However building those relationships is a puzzle you have to solve.
Persona is very different from a standard rpg because it's not really clicking through cutscenes and managing loadouts, it's world outside combat is extremely interactive. Yeah it's easily worth $25 if you're ready to sink your teeth into something this deep and time consuming.
Oh worth noting all that outside activity replaces grinding. I'm around halfway through the game and generally never fought an enemy more than twice. The progression of your character is pretty organic to the story. There is optional grinding if you want to unlock stuff but it's never gonna be necessary to Beat the game.

If you've never played "this kind of game" or don't think you'll like "this kind of game", step outside your comfort zone and give it a shot. Worst case you spent $25 and can probably resell it for nearly that much. Best case you discover a whole new world of gaming.
You absolutely do not need to play any other game in this series to fully enjoy this game.
