remember surge protectors have a life span, it basically works like sponges: absorb unsafe levels of voltage before it reaches (and damages) your appliances. so as it ages, it's protection capability will become less until it reaches zero. some surge protect came with a green LED (like this one) to indicate when it out of joule.
rule of thumb, replace your surge protector every 5 years. especially if you experience a lot of power outage
