EDIT: I just redid the order and if you sign up for the free 30 days prime, the final price is $6.99 ($7.45 after tax for me)
So it looks like joining prime reduces the price by $6, but then the promotional discount is only $12 instead of $15 (so a 50% discount of the adjusted price).
