I think mostly because it's refurb and at that price. When you get it refurb at Apple it's basically like new with new battery and full warranty, from woot it will be probably just customers returns who had them for short time to try out or worse.
If it's indeed used previously this might be an OK deal for someone who needs it unlocked right away but not even close to "slick deal"
P.S. just checked comment on the post and it seems this only carries 90 days warranty vs full year from Apple (who also offer free year of Apple TV for whomever cares about that). So not much savings considering what you might get.
