You really only can game at 4k above 60hz with a 3080. The gamers who actually have a 3080 are slim to none anyway.
I have an EVGA 3070 with a Ryzen7 3700x CPU. I can run Star Wars Fallen Order near or at 60fps on Ultra, High on ACrigins, and COD:MW campaign actually goes over 60fps even in 4k with my 3070. Depends on settings though, but the 3080 is a true 4k GPU.

I bought this for 269 a while back. I returned it. The color was very dull, compared to my Asus ips panel. The image was never too sharp, and the black color was like dark grey. I have tried to configure it many times,, but not to my satisfaction. Therefore I returned it despite the low price.

$350 is not particular cheap, but feel free to give dell a try, if you dont like it, return it without any restocking fee.
TVs are monitors too. I have a 55" 4K LG OLED B7 I picked up on craigslist for $400. Not really sure why a PC monitor has to be a zillion $$$ for something top notch. rtings.com has a whole section dedicated to rating monitors for PC use using test instruments to take measurements of various properties of the panel.
Anyway, something to think about.
Try to find a 32inch Curved 4k Monitor for under 400 outside of blackfriday. Even though IPS panels might have better color reproduction and viewing angles, the curve on a 4k VA panel should make up for the not-so-decent viewing angles of the VA Panel. Might not be a deal for you, but you'll seldom find any cheaper, and a name brand one at that too

Would this 32 inch monitor be an upgrade ? (Obviously apart from the 32inch curved vs 27 inch screen size)
