You probably want to read reviews of the RTX3050 before doing an upgrade. I was all excited - third gen with ray tracing at an affordable price... Until you see that it games similar or lower than GTX 1660.
As an example, see this RTX 3050TI review, and the non-TI will be slower (5-15% slower apparently).

I have currently the legion 5 with 1650ti and the 4800h. The build quality is good. I hear Dell laptops have been subpar compared to competitors with regards to build quality. Last gen Ryzen laptops by dell were poorly designed with bad thermals. What's the scene with this generation's model? Is it worth an upgrade for me?

I have an older Dell Inspiron gaming laptop from either 2017 or 2018, i5 7th gen and 1050ti

How much of an upgrade would this machine be?

Should I throw out the extra bones for the 3060 model with better screen, more ram and 512 SSD?

Also a 10th gen i5 model 3050 to 512gb SSD and 8tb ram for $770, so many choices

If you can then yes. That $1078 price is well justified. RTX 3060 is probably over 100% powerful than your GTX 1050 Ti.

Yeah I know the 3060 model has been on sale like 3 times the last 2 weeks, with 10% cash back on other sites, some nice deals to be had.

3050 is half speed of the 3060. If you have 2060, 1660TI, 1650 this will not be an upgrade for you and don't even think about raytracing and DLSS.

This is much faster, but you'd be better served by a 3060 equipped laptop. As it'd be more future proofed.
