I figured this must have been a pricing mistake and wondered if it might end up being cancelled. That being said... just received an email from Amazon around 9pm PST (July 22) that it shipped!

Mine shipped but I just received an Amazon email stating that my order is undeliverable and being returned to the seller: "Unfortunately, a problem occurred during shipping and we had to cancel your delivery. The package is being returned, and we will issue a refund within 3 - 5 business days after the return is processed. We're very sorry for the inconvenience."

On the phone now with Amazon to figure out what's going on, especially since the price of the mount is now back to $27.99 (though the coupon still looks valid).

Edit: turns out it may just been damaged in shipping. A replacement has already been sent out.
