Look at the price. And the ram is upgradable...just add another 4GB which will cost around $30. Or you just pay higher to buy a higher spec laptop.

The Display is probably TN Panel but not sure of it. I have checked the HP's full product specification but over there no mention of IPS.

4GB ram????
Might be ok for small children with W10S running 1 thing at a time but my systems need at least 6GB just to run.

For another $30 you can get it from HP with 8GB Ram.

/edit - with a slightly slower processor

The walmart version has 128gb SSD + a 1TB HDD.

For $30 more, 4gb ram is acceptable.

BUT

you lose:

1. 1TB HDD...
2. Lower screen resolution
3. Slower processor

You can just buy a 4GB ram and add it yourself as it's having one empty slot. It's pretty easy to open and upgrade.

What is a TN panel?
it's the more affordable panel technology that allows for faster response times / minimal ghosting but suffers in color accuracy and viewing angles.

what's more important though is that even though TN is regarded as inferior, just as with any panel technology, there are good ones and bad ones. the cheaper laptops like these will probably tend to use the inferior quality TN panels, so if possible, try out some of the lesser quality TN panels in person (at your local bestbuy/walmart/costco/etc) and make sure you're ok with it.
