It's a single-player expansion that has no effect on the multiplayer except a cosmetic one -- complete the expansion campaign and you get to play multiplayer as an Octoling instead of Inkling.
It adds around 80 new stages to play in single-player, and it's a whole lot of fun. The stages have a huge amount of variety to them. The level designs aren't bound to the Super Mario Galaxy-like format of the levels in the original campaign. For a lot of them, there is a lot more challenge to them than the base game, including levels where you can't refill your ink, levels with time limits, levels where you defend a target and more. To balance the challenge, not every level needs to be completed, and if you die enough times on a level you have the option to skip it (but you don't get the reward from completing it if you skip). With the constraint about how easy it has to be lifted, the stage designers were free to get a lot more creative and ambitious with what they could do with these stages.
In my opinion, it's just a much better single-player campaign than the base game's single-player campaign, and it's absolutely worth getting.
I can only hope Splatoon 3 takes a whole lot of inspiration from what they put together for the Octo Expansion.

If you like Splatoon, the DLC is definitely the best part of an already great game.
The little story is great. And it's actually starts getting pretty dark once you progress a little. I especially like the little chatroom Pearl and Marina use to chat with you.
The levels are even better than Octo Canyon. They're kind of like themed puzzle levels. Like "beat this level without shooting" or "this entire level is rail grinding".
Also, the soundtrack (if you actually listen to it) is the best Splatoon music they've created!
Octo Canyon is cool but this just takes it to the next level.
