About this price 2 years ago. And I've just got a 7020 with an i5-4590 last week for $20.
Quad core CPU are really out dated and only suitable for basic office and older emulation. Also these are 7-8 years old at this point, they can die anytime.
This isn't really a good deal. You can buy quad core i5 4th gen office desktops on eBay for around the same price. Just search "HP prodesk i5" or HP elitedesk i5" on eBay. Then add a $30 SSD
For casual internet browsing and office use, these quad core machines are more than enough. You can even do light gaming with emulation or low spec steam games
Dual-core is done in 2021, full-stop. Look at the price difference between 7th and 8th gen CPUs, and the story is even more obvious.
If youre going for an older machine for the sake of retro computing, go back to before the Core CPUs; that way, youll still have windows XP (or older) driver support.
This is like post-WW2 old housing. Too old to be modern, but too new to be a quaint anachronism.

Besides google of course, eBay is one way. Not trying to be flippant-- most would have to sell somewhere online to stay afloat. Do a search on eBay using some generic criteria that you are looking for, then filter to view items within ___ miles of your zip. Then start clicking on items that interest you and look for sellers with larger feedback, more professional listings, etc. You can start by filtering for "local pickup" but that will dramatically reduce your results.
