i can't sign into apple tv. i don't own any apple products so i tried signing in on the website on my pc and I keep getting this message

obvioulsy i can't sign into Apple TV on my computer, as it just gives me this message. I can sign into iTunes no problem. My Apple ID account has all my info and payment set up. But when i try to sign into the Apple TV website after signing into iTunes, it keeps giving me that same message
