I added the offer to my PayPal account. I received an email confirming the offer was added.
I purchased a $50 plastic WalMart gift card with free mail delivery. I used my Discover card for 5% back. Both PayPal and my Discover card show a $40 charge.
WalMart did not allow me to choose PayPal as payment for an eGift card which is why I chose plastic.

I went thru the same BS, but PayPal put it all on Walmart.com, saying THEY were in charge of the promotion.
I wasted hours chatting & talking to over 4 Walmart.com reps, 3 Walmart.com "supervisors" and they all gave every excuse in the book why they can't give me my $10 refund.
It finally resulted in a similar outcome as you, $10 off BUT split into TWO $5 off 'promo codes' but that requires TWO additional Walmart.com purchases to use. I told them that was not acceptable at all and I wouldn't be ordering from Walmart.com any more, at all.
Both Walmart & PayPal are in my "I'm done with" Box.

There was no 'cancellation' whatsoever. It's best to go by facts and not assume things.
In your 2nd statement, again, you wrongly assume, as you have no idea what was spoken to the PayPal rep, nor do you even know if I received a $10 one-time 'courtesy' credit. Did you listen in on my call? No.
The fact is, I did receive that PayPal one-time $10 'courtesy' credit, but that is night and day different than an actual $10 refund, as was due.
