I typically like to limit it to 2 fans per port just so theres plenty of extra power left over. and I'm lazy and don't want to do math XD
In other words, there's too many variables to make it worth risking for me or systems I build for other people. While I'm not endorsing this particular product, I have used fan and RGB hubs in the past partially for the above reason, but mostly to keep the motherboard clear of the rats-nest of fan and RGB cables once you start populating all the available headers.
Can't wait for this to become electronic bell bottoms... waste of fabric/carbon emissions

It's used if you are running a heavy ARGB build. Trust me. You'll need a splitter.
I think the hub is great and makes it easy to run all my fans and ARGB into just two (one fan, one ARGB) headers on the motherboard.
