I think BS is pretty accurate. Not all Targets clear out all the grills for winter. It's a regional YMMV thing. They don't need to make room for the snow shovels in our states.

I have a 22" and use mine about 70% of the time for offset cooking, the rest of the time I grill directly. The 18" probably wouldn't be big enough to offset cook if that's what you want to do. But maybe others are more efficient with how they use their Weber's than I am. In my opinion, the Weber kettle is about as good of an outdoor cooking instrument as there is, and are built to last. So at full price they are a good value, if you can get one in a discount, then all the better.
