It's not new sadly. Factory Blemished = new, this will most likely be used and will have "RECON" stamped on it. In my experience and from what I have read from others, their factory reconditioned tool shipping leaves a lot to be desired. I ordered a nail gun that was put an a large box with accessories with zero padding. It works and would do it again but just a heads up.
I had the 10 inch Ryobi table saw and I sold it. The fence is terrible. Almost impossible to get square. You will spend more time trying to square the fence than making the cuts.
I've purchased three refurbished Ryobi power tools from them and other than "Refurb" burned into them they all looked and worked like brand new tools. Never had an issue with them yet.

It won't , you are correct. But to be fair this is a $60 saw that even brand new is entry level.
For the most part I think we all can agree it is not going to be used in a cabinet shop or for intricate woodcraft.
It is built so a first time buyer can get the basics down and maybe grow into a better cabinet saw when they get better.
And a sweet cabinet saw is the best feeling

The throat plate looks wide enough to allow for a narrow 1/2 inch dado.

I had a Ryobi 10" portable table saw. The fence loves to move easily and I had to do something to the entire mechanism underneath to get it nearer to 90 degrees to the front of the table. If you don't need or want a good cut, it's worth it. Definitely would stuff a 7-1/4" blade in there. SO much cheaper.

Using a small table saw to cut plywood is a bear, assuming you are starting with full sheets. I strongly recommend having the store cut sheets down into more manageable pieces, if you're going to do that anyway. A track saw would be best, but I use a handheld circular saw with a clamped on guide/fence - easier to move the saw than the whole panel. I'm not a Ryobi hater - I'm well invested in the 18V One line.

This is looks like a good value, as others have said, but as a somewhat experienced woodworker, I wouldn't recommend it. The main pro is the price, which is indeed low. Cons are the small 8-1/4" blade ( 10" is pretty standard and will give you tons of blade options), and the fences on pretty much all bargain table saw are basically garbage, I've had great luck buying tools off of Craigslist, and there are always bigger and better saws available here for $50-$100. If you want to invest a bit in something that will last you as your skills progress, you might find something really nice for $200 or so on CL. Or if you want to get serious and money is no problem, $3000 will get you a nice, big pro/enthusiast-grade saw that will handle full sheets with ease.

Couple people already suggested to go with something more substantial. Let me add one more reason. The table surface and the fence of this tool are rather small and ripping 4x8 foot plywood is not that simple - due to the cumbersome size of the plywood, one tends to push it a bit side to side causing burned cut or binding of the blade. A straight edge and circular probably would do a better job.
Edit: Oops, someone had just posted similar idea to mine but expressed it in much better term.

Very similar experience on my end too. Got a bunch of cheap smaller power tools from them just fine, but everything bigger than my router from them came damaged from FedEx because of poor packing. They have great customer service though and replaced everything or sent parts so I could repair it myself.
At the very least, please take your items out of the box and inspect/test them ASAP so you don't get stuck with a broken item.
