To answer your question, I'm pretty sure they do pass-through charging. One of the bullet points in the description says "Connect the powerstation portable battery to a wall adapter in the evening and pass-through charging will send power to a connected device first, then recharge the powerstation battery so both are fully charged when you wake up."
My niece just got her first iPad for her birthday just a week ago. One of these ought to compliment that finely. =)

However, the bank may (or may not - don't have enough info) charge quicker with C to C PD input. For example, on some devices, they'll accept incoming PD to fast charge the device (i.e. the bank), but USB A to C will only charge at 5V (x)A, even if the A->C wall wart is, say, Qualcomm QC capable, because QC != PD. It's like my Pixel 4 XL vs. HTC U12+; HTC U12+ will "charge rapidly" with either QC or PD input, but Pixel 4 XL will only "charge rapidly" with PD. Because PD is integrated into the Pixel 4 XL but not QC.
Remember, USB A -> USB C automatically disqualifies PD. PD is a C to C standard (as well as lightning to C now that Apple has joined in somewhat). Of course, there are also many vendor implemented fast charging non-PD protocols besides QC as well, adding to the confusion. But anyway, my point is that that doesn't mean you won't be able to charge the $10 pack banks with a USB A -> C wart / cable. It may be slightly slower to fill up though compared to PD charging it.
