If it's like other Capital One offers, they likely emailed it to targeted card holders.
It shouldn't. My husband is an authorized user on my discover and just recently got his own, same exact card.
No. That's never been a limitation for any card I've used in the last decade. That situation may exist with some cards, but if it does, it's rare.
