I bought one a couple of years ago. I bought it for a large trauma kit backpack, and for that purpose, it feels pretty spot on. Namely, it's cheap enough to not sweat about the fact it will barely get used, is versatile enough to provide confidence, it's durable enough to not have any issues with non abusive use, and it's light enough to be able to toss in a pack just in case. Size isn't huge, but it isn't tiny either, and it leans more on the big side.

As an EDC knife, I'd never buy it though. Quality is ok, meaning it's good enough but not great. It feels like a cheap knife, which doesn't exactly make it a pleasure to carry, and I doubt it would stand up to continuous abuse.

In sum, if you're looking for a spare knife for a glovebox or bug out bag, go for it. If you're looking for something you actually intend to carry on a routine basis, keep looking. It's all about having realistic expectations for a 15$ knife.

Thank you for adding your expertise. Are you aware of any more EDC suitable knives that have the strap cutter as well as ceramic point / glass breaker on them?

Will the high carbon SS rust? Also how easy is the blade to open, is there a safety or tamper feature?

High carbon SS is harder (less re-sharpening needed), but at the same time, much more prone to rust than regular SS. The blade is hold in place by spring-like mechanism, so it would not open on its own with regular movement, but only when you actively apply force on the small knob.
