Microsoft still allows you buy the DLC even if you don't own the base game. In case you decide to buy it later, then you have the DLC for free.

Epic Games and Steam seem to require that you own the base game and do not let you buy DLC for games you don't own.

​available on uplay which is connected to epic games purchases so you can get the wildlands dlc as well as the original ghost recon that started it all

Epic allowed me to "buy" the DLC without owning the base game. I couldn't get it to work on Steam, though.

FYI if you purchased the game(Ghost Recon Free Ghost Recon® Wildlands)from stream then you have to get the DLC (Fallen Ghosts ) from steam.
