Specs on BB site says no.

System Memory RAM Expandable To - 8 gigabytes

Whereas Cruicial website says they do have up to 32Gb (2 x 16Gb) upgrade options supported for these models. I will be very cautious buying this if memory upgrade is a must for your need.

It will prob "run" but you will be disappointed by the graphic quality ie. Low settings 720p.

The i5 @ $399 is a good deal. 11th gen with iris graphics is more than id expect for that price. It's 1080p IPS. It can handle mid level gaming at good frame rate. You can upgrade the ram and add a secondary spinner drive for less than $75. I think this is an excellent budget laptop. I know someone who got the 17.3" version of this for $519 @BB and they're really happy.

Thanks for your question. No, this laptop uses a standard barrel connecter for charging. It cannot be charged through the USB-C port. This model does not support video out through the USB-C port. It has an HDMI 1.4 port for video output to a monitor.
Whoever works at HP and came up with the idea of SILVER COLORED laptops... should be fired.

That said, if you don't need the cores, this is pretty fast for an i3 for single core and pretty much feels the same as the i5-1135 on those type of tasks with the ability to runs at higher power a frequencies for longer periods in return.
