I believe prior posts have mentioned how only the ring is stainless and the screw mechanism isn't and thus rusts lol

I'm kidding, but seriously, weird deal…
The difference here is marginal; try to use SS screws for your deck project and see how expensive it can get. You'll appreciate little more cost for SS clamps over zinc plated metals.
There is not a single alternative to SS hardware, all will corrode within few years. Try undo corroded screws, you'll be pisted, whereas you can almost always recycle/reuse SS materials.

And about the same quality.
When it matters, use a T-Bolt, Constant torque, Fuel injection, or better clamp. SS sounds great, but comes in a variety of grades. Most all, if not all of these cheap clamps strip out with just a screwdriver.
