Customers will go out and campaign for AMEX at their local small businesses (to earn $50). This causes SMBs to consider AMEX, even though they have avoided AMEX due to their high merchant fees.
They'll then send merchants who opt in a "AMEX Shop Small" sticker, saying it will get them more business. Customers seeing this may opt to use their AMEX when paying (vs a card with cheaper processing fees).
AMEX runs this Shop Small campaign each year to shake out hold-outs and make merchants believe they are getting additional business because they accept AMEX.
For $50 in marketing expense per [qualified] card member (and a sticker), AMEXs get to preserve their SMBs who will be paying higher transaction fees for another year.
In the past, I've used this and gotten the credit at small businesses that were local chains. Therefore, IMO, it is not to "shake out" hold-outs. Most local restaurant chains take AMEX.
This time my regular American Express Blue didn't offer me the shop small offer, but it is available on the below link and I linked my Wells Fargo American Express, so I've got it at least one place. I tried to add my regular Am Ex card to the offer, but it wouldn't let me.

Amex has quickly gone from some of the best offers to the absolute worst.
Of course the best offers, and there still are some great ones, show up at the front of the line of offers and I usually don't have to accept any junk offers to be able to see them.
They are not rewarding me for having good taste in food.
