Yes, plug them into outlets closest to the floor. Carbon Monoxide rises from the ground up.

Because carbon monoxide is slightly lighter than air and also because it may be found with warm, rising air, detectors should be placed on a wall about 5 feet above the floor.

Carbon Monoxide and Combination Alarms

Carbon monoxide (CO) and combination alarms should be mounted in or near bedrooms and living areas, on a wall place six inches below the ceiling to six inches above the floor. If mounting on a ceiling, make sure it is at least six inches away from the wall. Because carbon monoxide is almost the same density as air, it will disperse evenly throughout the air in a room. Our units have been tested and will perform between 40 degrees and 100 degrees Fahrenheit.

Firefighter here. (IE experience with these, but no expert) We always recommend single function safety devices. Smoke and CO combo devices are good, smoke detector and a separate co detector are best. Smoke detectors also typically last between 7-12 years, CO detectors are good for about 5-7. As for is floor level better than the ceiling? The typical home will kick up enough near the ceiling for a detector to activate, well before there is a life safety issue. Also, install a minimum of two units in your home. If one is going off, it might be a false alarm. If both are going off, you know you have an issue.
