First and inquisition both good IMO, best advice for inquisition is to leave the opening zone when you can. More fun to get around than do quest 30 in that (Hinterland?) opening area.

I read Control on GOG doesn't work with GFN. Can I add it to my Steam account via add non-steam and play on GFN?

The train level in the Foundation is a fun one. Alan Wake levels are interesting as well. Lots of bugs in the DLC, however, but I was on the PS5 version of it.

I suspect the PC version is a lot easier and so the bugs are less annoying.
