It would be a 20% decrease.

The % gained or lost is based on the original value, not the amount increased or decreased. In other words, ...
A $2 gain or loss is different for $8 vs. $10 (the original value)
2 / 8 = 25%
2 / 10 = 20%

The reverse math (moving the gain or loss value to the result side):
25% of $8 = $2
25% of $10 = $2.50
20% of $8 = $1.60
20% of $10 = $2

Thanks OP - repped. There are some great deals to be had, esp on blemished and some refurb Ryobis. I picked up a Ryobi hammer drill that was under $20 for the recon price.

For the couple of items I could use, such as work lights, the Ryobi sales at Home Depot delivered are hard to beat with more coming.

Happened to be near a store today. Picked up a refurb Multi tool (ZRP343) for $29, the high pressure inflator w/digital gauge (Blemished - P737D) for $14.24 and got the electrostatic sprayer (PSP02BTL) for free. Needed the first 2 and even though I probably won't use the sprayer, free is good.

Definitely a better deal without the shipping cost.
