probably the best $30 air cooler out there
My guess is that these are based purely upon competitive reviews and not within the context of the price? (Has it reached this $30 price before?) At $30 this is killer and good luck funding a comparable cooler at this price. About the closest you could find is the rare Hyper 212 deal.

In truth this video demonstrates that it can at least keep up with cooler designs that I've only seen get down to around the $50 mark, so if you're shopping today this is your buy. Of course, if you already have a nice enough cooler you could always hold out.

Since most cpu cooler with single 120mm fan &4 heat pipes already costs 20-25, 30 for this is a pretty solid deal.

It gets noisy because the fans run at such high rpm. The max is 2400rpm, so even at 50%, it's already spinning at 1200. If you're able to, adjust the fan curve to be more in line with a typical fan, and the noise will be much less of an issue.
I'm going watercool for $20 more.
