I tried with an old Hulu email account, but was ineligible. Tried with a new email, but was ineligible.
Figured out I could not get the offer to go through until I switched to a different credit card than I had used before.
Note: The failed attempts have created new logins since the ineligibility was only determined after entering my info and then CC.
If you can, I suggest using (or switching to after account created) a fresh virtual card (e.g. Citicard) set with a low limit (e.g. $3) and expiring Jan 2023. Just in case you forget to cancel before rate changes.

If you have an existing account and want to access this deal, you can delete your Hulu account (Login, select Account, click California Privacy Rights, click Start Deletion). You will need to verify your email, etc. but this will delete your account and you can sign up using your original email and credit card for the 99c deal. You will lose all of your profiles and watch history. - bargainr
Free Hulu: Use a barclay's credit card. They will waive the .99 charge at month close assuming you dont use it for other charges/expenses.

Because I had no problem resubscribing after having been an off/on subscriber for years with a single account and single payment method. However I had the account canceled back in June of this year waiting for The Orville to release.
I used two different emails I'd used with hulu before, but not in the past year. WITH a new virtual credit card number. No go. Said I wasn't eligible.
Created brand new email address and used paypal, worked fine.
May have been a cookie hulu set on my computer. I was about to clear the hulu cookies as my next step.
Many others reporting the same, just giving a heads up on how to make it work.
In my case, I am on the $1.99 deal from last November and added a $100 Hulu promotional credit in July. My credit card hasn't been charged in 4 months, so my current balance is $92.04. My next 12 months of charges at $6.99/month are all showing as being charged to my gift card balance, which makes sense as I have just over 13 months' credit at that rate.
An important thing to note; I've read that if you cancel your subscription with an outstanding gift card balance, YOU FORFEIT YOUR REMAINING GIFT CARD BALANCE. This would be a huge loss in my case, so it is better for me to take the retention offer of 6 months at $2.99/month and skip this year's deal. I'll have to reevaluate again next year.
