What's the difference between regular and tall? I'm 5'11" but I like the idea of a jacket covering more of my lower body to minimize wind breaking through

I live in Alaska (north of Anchorage) and love my Eddie Bauer down parkas. Be aware when you look at the temperature rating that it is for "moderate activity" so take 25-35 degrees off it. Other affordable brands I used are Columbia and Refrigiwear. The refrigiwear is more for someone who works outside & needs rugged and warm.

"Moderate Activity" is the key to the warmth rating. If you are walking briskly or similar, that is "moderate". If you are standing still waiting for a bus...that is not. I do winter photography so I look for -50 to -60f rated because I'm standing still in up to -20f temps.
