Rated capacity: 20000mAh/3.7V

It states that it's 20,000mAh @3.7V (ie. the battery itself).
It states that it's only 11840mAh @5V (ie. via the usb port for you to use)
Does anyone know if this is how these specs work with other MFG's, such as energizer lithium power banks? ie. they advertise capacity that you can't actually use via the usb ports?

As far as I know, all power banks are marketed at the 3.7V values (because the inner cells themselves are 3.7V). Only a few go the extra mile and state their capacity in both 3.7V and 5V clearly. This one is one of those few ones to do so.

That's what I was assuming, since none of the other user manuals that I checked, stated anything except for the rated capacity (the larger of the numbers).
Tho after posting the question, I checked the back of 2 other power banks. They appear to have a significantly larger Actual Capacity, when calculated based on the stated Wh @ 3.7V vs 5V.... (ie. 12,972mAh vs this one having 11,840mAh, etc)

Got one about a month ago, charged it once and it kept 100% charge since.
