Description on Amazon says this is 18w. Are they pulling a bait and switch to get iPhone 13 owners to buy this when 20w is needed?

I have one of these. They're good for fast charging iPhones. They do get a little warm but nothing too concerning. I find that USB C charging isn't really that much faster than using a 2.4 A or higher USB A charger for me (iPhone XR). Maybe the newer models benefit more from USB C, but for my phone it really isn't worth replacing all my cables and chargers. I would definitely recommend everyone to upgrade from the small 5 W chargers that used to come with iPhones for free to larger chargers or USB C chargers.
