Yes I believe so. Here is a description snippet I found on the product page:

“With the Hue Hub, you are now able to sync your Hue lightstrip to your PC. Simply set up the bridge, download the Hue Sync Software on your PC, and create an entertainment area.”

I was confusing bridge vs the sync box. if which you need both to use a sync box.

Based on the description yes, you can buy 4 of these starter kits with one power supply.

80" starter kit/12" = 6.6 feet and you can connect up to 32 feet so 32/6.6 is 4.84. I'm not sure if you can connect a 5th considering the math says you can connect 4.84 of these.

The verbiage used in this post is incorrect, there isn't a Hue "hub" - only Hue Bridge exists (with three different generations). This comes with the latest bridge (3rd gen).

Clarifying the hub vs bridge question I'm seeing a lot in the comments:
There is no such this as a Hue hub - the verbiage in this post is incorrect. There is only the "hub" which is what this includes (latest generation).
