Yes, follow that link and you'll see all current available MOCs. Some are free and some are paid. You'll get a guide similar to most lego guides in my experience with it.

No, it's lego. It's always expensive. I just recently got back into the hobby after like 17 years and it's still expensive.

There are high quality Chinese replicas and custom sets available now if you want cheaper prices.
